PM Modi also announced two major initiatives on the occasion: the Mukhyamantri Tripura Gram Samriddhi Yojana and the Vidyajyoti Schools Project 100 Mission.

Following that, the Prime Minister spoke to a crowd about his 'Hira' development model for the northeastern state. "H is for highway, I stands for internet, R stands for railways, and A stands for airways." Tripura is growing and expanding its connectivity now thanks to this new paradigm," he said.

PM Modi first proposed the 'Hira' model for Tripura in February 2018, just before the state's assembly elections. His Bharatiya Janata Party (BJP) went on to win the subsequent elections and form the state's first administration, with Biplab Deb taking the oath of office as chief minister.

Praising Deb and the BJP government, he linked Tripura's improved connectedness with the rest of the country to the 'double engine' government, i.e. the same ruling party at the Centre and in the state.

"There is no match for double government. Double engine government means proper use of resources, it means sensitivity, and it means boosting people's ability. Double engine government means people's service, it means fulfillment of resolutions, and it also means united effort for prosperity," he explained.
