Incident commanders will ensure the implementation of containment measures at all industrial and commercial establishments, work places, offices before starting their functioning. They will be responsible for the overall implementation of these measures in their respective jurisdictions.

In the fresh guidelines issued by the Ministry of Home Affairs, government of India issued consolidated guidelines for containmnet of COVID 19 after the lockdown period remain in force upto 3rd May 2020. With some relaxations many of the operational works are allowed from 20th April. However the guidelines also direct the District Magistrate to enforce it with strict guidelines.

The District Magistrate will deploy Executive Magistrates as Incident Commanders in the respective local jurisdictions and he will be responsible for the overall implementation of decided measures in their respective jurisdictions. All other line department officials in the specified area will work under the directions of such commanders. The Incident Commander will also issue passes for enabling essential movements.

The Incident Commanders will in particular ensure that all efforts for mobilization of resources, workers and material for augmentation and expansion of hospital infrastructure shall continue without any hindrance. Additional activities permitted in these guidelines shall be implemented in a phased manner, after making all arrangements necessary for its strict implementation.
